Having starred in her own Diamond Jubilee and taken a turn as a Bond Girl in the space of a few months, the Queen’s profile has perhaps never been higher.

Yesterday she entrenched her position on the international stage by being named the 26th most powerful woman in the world.
At 86, the Queen is the oldest in Forbes magazine’s list of 100.
The Jubilee celebrations helped her jump 23 places from last year, along with events such as her visit to Northern Ireland – which saw her shake hands with former IRA commander Martin McGuinness.

At 86, the Queen is the oldest woman on a list that represents leading figures in politics, technology, entertainment and philanthropy. There is no sign of the Duchess of Cambridge, who graced magazine covers across the world after her wedding to Prince William.

Instead, Kate, 29, is tipped by the magazine as a woman to watch over the coming year as she embarks on her charity work.
Only other Briton: Harry Potter author JK Rowling was the only other British woman to make the list, falling from 61st last year to 78th
For the second year running, German Chancellor Angela Merkel tops the list, cited as the 'lead player in the eurozone economic crisis' and praised for embracing social media by answering citizens' questions on YouTube.
US Secretary of State Hillary Clinton and Brazilian President Dilma Rousseff hold their second and third places respectively.
Clinton is planning to bow out of public life after the upcoming American elections in November, despite praise for her handling of the WikiLeaks diplomatic cables crisis, while Rousseff is enjoying approval rates of 77 per cent among Brazilians ahead of running for another term in 2014.
The women on the list were ranked according to influence, the amount of money they control or earn, and media presence.

Moira Forbes, president and publisher of ForbesWoman, said: 'These power women exert influence in very different ways and to very different ends, and all with very different impacts on the global community.'

The average age of the 100 power brokers from 28 countries is 55. They have a combined 90 million Twitter followers.
Also in the top five were Melinda Gates, co-chair of the Bill & Melinda Gates Foundation and wife of Microsoft Corp co-founder Bill Gates, and Jill Abramson, the first woman executive editor of the New York Times.

Burmese pro-democracy campaigner Aung San Suu Kyi rises from 26 to 19 in the 2012 Forbes rankings.

Leading figures from the media include Oprah Winfrey at 11, Diane Sawyer at 23, and British-born U.S. Vogue editor-in-chief Anna Wintour at 51.

Celebrities such as singers Lady Gaga (ranked 14) and Shakira (number 40) are lauded for their charity work.
Notable exclusions from this year's list include Republican politicians Sarah Palin and Michelle Bachmann after failed bids for the White House. In 2011 they were ranked 22 and 34 respectively.

Forbes said: 'So many of these women are in policy or political roles, and their influence ... is only growing so it's not surprising that someone like Merkel or Clinton would continue to be present on the list year to year.'

Two typhoons to hit coastal areas

Two powerful typhoons are heading toward China, putting the weather-beaten nation on alert again after four storms have caused landfalls across the country since the start of August.
"Typhoons Tembin and Bolaven may have a combined impact on coastal areas in the coming 10 days," Zhang Chang'an, chief forecaster at the China Meteorological Administration, said on Wednesday.
Both storms are strengthening, with Bolaven expected to be the strongest typhoon to hit China this year if it lands in the country, Zhang said, adding that the storm will bring maximum winds of 220 km/h.

</td> </tr> </tbody> </table> The National Commission on Disaster Reduction issued a typhoon alert on Wednesday, warning authorities to make emergency plans.
Tembin was about 2,000 km from the coast of Zhejiang province on Wednesday, moving at a speed of 5 km/h.
The administration has asked authorities in potential affected areas to set up warning signs in high-risk areas such as construction sites and low-lying areas, and open emergency shelters including schools and stadiums for evacuation of affected people.
The Fujian Meteorological Bureau urged boats to take shelter in ports by Wednesday to avoid possible damage brought by Tembin.
Tembin, expected to be the fifth storm to hit China this summer, is expected to sweep across Taiwan on Thursday and continue toward the mainland, bringing rainstorms to Fujian and Guangdong provinces by the end of the week, according to the administration's Shanghai Typhoon Institute.
Bolaven is expected to bring torrential rain and strong winds to Shanghai and Zhejiang, Jiangsu, Shandong, Liaoning and Jilin provinces between Aug 27 and 29, the administration said.
Zhang said satellite images show Bolaven will become the strongest typhoon formed in this typhoon season, which may cause catastrophic damage.
The previous typhoon - Kai-Tak - claimed three lives and one person is still missing, with nearly 3 million people affected in the Guangxi Zhuang autonomous region by Tuesday, according to the region's civil affairs bureau.
Since the start of August, three other typhoons, Saola, Damrey and Haikui, caused landfalls in China. That means the country could be hit by six typhoons in August, exceeding the record high five storms in 1994 and 1995.
"The relatively high water temperature in the Western Pacific this year caused active heat convection, prone to form tropical storms," said Gao Shuanzhu, senior engineer of the administration's typhoon and marine meteorological forecast center.
So far, 15 tropical storms have formed in the Western Pacific this year, two more than the average number in the same period for the past two decades.

CWB pushes back Typhoon Tembin landfall










The Central Weather Bureau (CWB) announced that the landfall of Typhoon Tembin will be delayed, as it was, as of yesterday, moving at a slow pace. It was located 320 kilometers east of Taitung County, moving at speed of 6 kilometers per hour in a west-northwesterly direction, packing sustained winds of 144 kph and gusts reaching 180 kph. President Ma Ying-jeou headed to the Central Emergency Operating Center (CEOC) at 8 p.m. to supervise preparations and precautionary measures ahead of the unstable weather. Ma said at the meeting, “Because the typhoon is so unpredictable, we must brace ourselves in multiple areas for the disaster.”
As a precautionary measure, schools and flights have been cancelled in several regions of Taiwan. Hualien and Taitung County announced schools and businesses will be closed after noon; TransAsia Airways (復興航空) has also cancelled all domestic flights scheduled after.



Dangerous Possibilities
The timing of Tembin landfall was delayed to early Friday morning. While Tembin is considered a mild storm, another typhoon, Bolaven, looms behind at a distance of around 1,500 kilometers. Although it appeared unlikely that both typhoons will come into contact with each other, the CWB warned that both storms could increase the chances of emergency scenarios on the East Coast of Taiwan. They also considered the possibility that Typhoon Bolaven may evolve into a heavier typhoon.
The CWB predicted Tembin would carry “torrential rains,” and warned each region to prepare for heavy mudslides and flooding. The Soil and Water Conservation Bureau (SWCB) under the Council of Agriculture issued landslide warnings in Hualien County yesterday. Disaster Prevention Center Director Chen Mei-chen (陳美珍) stated that according to the CWB, the total precipitation amount could exceed 1,000 millimeters in mountainous areas, and warned Kaohsiung's Namaxia, Taoyuan and Liouguei areas, as well as Pingtung County's Laiyi Township, to prepare for possible evacuation.
Farmers Harvest Crops Before Typhoon
Local farmers scrambled to gather ripe crops and fruits before the typhoon arrives in Taiwan. Anxious ahead of the storm, Mado pomelo farmers (麻豆柚農) of Tainan clambered to pick the ripe pomelos before the disastrous rainfall. A frustrated farmer said, “Didn't a typhoon just leave? How come another one is following right behind?” Since it is summer vacation, farmers rounded up their children to help gather the pomelos in a hurry to complete the harvest before today.





Evacuation Issued
As a disaster prevention measure, Interior Minister Lee Hong-yuan (李鴻源) yesterday ordered evacuations for flood prone areas of Taiwan's East Coast. The local government of Hualien County ordered an evacuation of low-lying and flood-prone areas Zhuoxi (卓溪), Xiulin (秀林) and Wanrong (萬榮), before 6 p.m., yesterday.
The Ministry of National Defense has aided in evacuations, accommodating nearly 200 residents at a military base in Chiayi County. More than 49,000 soldiers are on standby to provide relief and rescue aid, and 107 military bases around the island are ready to shelter up to 53,272 evacuees, the ministry said.

ISLAMABAD (AFP) - Flash floods triggered by heavy rain have killed at least 14 people and destroyed dozens of houses in northern Pakistan, officials said on Thursday.
Mr Irshad Bhatti, a spokesman for the country's National Disaster Management Authority said the death toll may rise as survey teams have reported more deaths but are still assessing the extent of damages.
Most of the deaths were reported in the north-western province of Khyber Pakhtunkhwa, where nine people died and more than 50 houses were destroyed. In Pakistan-administered Kashmir, six people were killed after a roof collapsed.
"The death toll may rise, we are assessing the damages. Rescue work is continuing and relief activities have started," Mr Bhatti said.
